IXP-GUINEE, the Internet Exchange Point of Guinea, was established by the Ministry of Posts, Telecommunications, and Digital Economy (MPTEN) to create a national internet exchange point in accordance with Article 103 of the Telecommunications and Information Technology Law of August 13, 2015. This law mandates that the internet exchange point be managed as a non-profit association, ensuring transparent and non-discriminatory peering conditions for all stakeholders, including global license operators and internet service providers.

Founded on March 21, 2018, IXP-GUINEE facilitates the interconnection of internet operators and service providers within Guinea, allowing them to exchange traffic economically and avoid costly international links. The association currently manages two nodes to ensure redundancy and aims to develop additional exchange points throughout the country.
