The National Information and Communications Technology Authority (NICTA) is the primary regulatory body for the ICT sector in Papua New Guinea. Established on October 29, 2010, following the enactment of the National Information and Communications Technology Act 2009, NICTA is responsible for the regulation and licensing of telecommunications, radiocommunications, and broadcasting services in the country.
NICTA's mission is to foster transformation through effective ICT regulation and to enable universal access to ICT services. The organization aims to ensure that the ICT industry contributes meaningfully to the long-term economic and social development of Papua New Guinea, in line with national goals and directive principles.
Key responsibilities of NICTA include managing numbering resources, overseeing the performance of ICT licensees, ensuring compliance with laws and regulations, and promoting consumer welfare through transparent and non-discriminatory regulatory measures. NICTA also works closely with stakeholders to monitor the effects of regulations and ensure they meet the needs of the wider community.
